CAMPUS MASTER PLAN SERVICES
HUMANE SOCIETY OF MANATEE COUNTY
REQUEST FOR QUALIFICATIONS
I. Introduction and Project Overview
The Humane Society of Manatee County (HSMC) Board of Directors (BOD) invites qualified architectural firms (candidates) to submit qualifications for comprehensive master planning services for its 2.4-acre campus. The selected firm will lead a phased, strategic redevelopment plan that addresses aging infrastructure, animal welfare, staff needs, and public engagement.
HSMC seeks to transform its campus into a modern, efficient, and compassionate environment for animals, staff, and the community. The master plan will guide future capital improvements and prioritize immediate safety and compliance needs.
To ensure candidates understand the breadth and depth of HSMC’s facility needs, all shortlisted firms will be provided the Campus Master Plan Feedback Report, prepared by:
Christie Nolan, Mission Matters Consulting, LLC, dated May 2025 (“Feedback Report”), which consolidates critical input from HSMC staff, board members, and volunteers.
II. Scope of Services
The selected firm will be expected to:
1. Conduct a Campus-Wide Needs Assessment
o Evaluate existing buildings’ infrastructure and systems (structural, mechanical, plumbing, electrical, fire detection and protection).
o Identify code compliance issues and safety hazards.
o Analyze campus wayfinding, signage, circulation, accessibility, and operational flow.
2. Engage Stakeholders
o Facilitate workshops with HSMC staff, volunteers and stakeholders.
o Incorporate feedback approved by the HSMC BOD into design concepts and priorities.
3. Develop a Phased Master Plan
The Phased Master Plan shall include HSMC’s projected (short-term and long-term) timeline for campus improvements, including, but not necessarily limited to:
o Main (dog) shelter building (immediate upgrades and eventual replacement).
o Cat shelter building (immediate upgrades and eventual replacement).
o Visitor experience and public-facing areas.
o Staff and volunteer facilities.
o Veterinary and surgical suite expansion.
o Use of vacant 4,000 sq ft building located at north end of HSMC’s campus.
o Campus security, ADA compliance, and signage.
o Infrastructure and technology upgrades.
o Provide Program of Requirements for planned renovations and new construction
o Phased master plan shall maintain campus operations, uninterrupted.
III. Projected Timeline and Deliverables
Following the RFQ process, HSMC will invite three qualified firms to participate in a subsequent Request for Proposal (RFP). Selected candidates will receive a Feedback Report and be offered a campus tour to assist in preparing a proposed timeline. This timeline should include projected start and completion dates, key milestones (e.g., discovery, stakeholder input, draft plan, final report), and the duration of deliverables. The overall process is anticipated to begin in early 2026 and conclude by summer 2026, pending proposal outcomes.
Anticipated Deliverables shall include:
• Existing conditions report.
• Conceptual site and building plans.
• Phased implementation strategy with cost estimates.
• Renderings and presentation materials for suitable fundraising and public outreach.
IV. Qualifications
Candidates must demonstrate:
• Knowledge and experience with animal care facilities.
• Knowledge and experience with similar nonprofit campuses.
• Master planning and phased implementation experience and expertise.
• Working knowledge with Florida building codes and ADA requirements.
• Strong communication and stakeholder engagement skills.
V. Submission Requirements

Submissions will be evaluated based on:
• Past success in campus master planning or animal welfare projects.
• Understanding and alignment with HSMC’s mission and project goals.
• Evidence of creative, cost-conscious, and phaseable solutions.
• Stakeholder engagement experience.
• Demonstrated understanding of sheltering best practices and wellness.
• Relevant experience and qualifications.
• References and past performance.
